If there are systems added, they will be limited in number, since the devs need an overview of what is happening in the game. Very basically, the idea is, if you are heading out in an Explorer Ship (whether solo or in a gang), you will enter sort of instance which consists of systems generated by random. You will then be able to explore them to whatever extend you wish. Dependind on the data you collect, and maybe a mission you have from an agent, a certain solar system will be deemed worthy to be added to the real EVE universe. Of course this should be rare. This opens alot of other possibilities on earning money, expanding the current universe etc. On the other hand, if the hardware is able to handle it (/me winks at the new blades), it is possible to add a vast amount of solar systems w/o instancing. I doubt there is the danger of people spreading too much, since you really want to be in a decent jumpgate range of all the commerce.
Of course, for all the "making-things-go-BOOM" lovers, there can be plenty of colorful explosions added 
So, anyone who likes or despises thsi idea ?
Well I'm almost certain new systems won't be added in that fashion. COSMOS is interesting but does involve a lot of shooting.
You will be pleased to know that exploration will be featured in Kali with chained missions using all your skills (not just the trigger finger). Enjoy.
